I think that's the point. As humanity evolved we selected partners with higher signs of fertility similar to peacocks feathers and lions manes. In humans, it was bigger dicks, breasts, or hips. Eventually once we become more sapient we stopped viewing it instinctively but those instincts still translated to attraction. Essentially due to the west being on average the largest penises, it's likely they they had the strongest instinctual response to them built in, and bred into their ancestors. so these caricatures are very exaggerated because of that.
