A species is a group that can produce *viable* offspring. Plenty of separate but similar animal species pairs can produce hybrids, it's just that the hybrid offspring are infertile and can't reproduce. A common hybrid most people would've heard of are mules (horse+donkey hybrid). However, no, I don't believe a fox and otter could produce offspring.
